simplify configs

Browse source 
- use POWERLEVEL9K_ICON_PADDING instead of
  POWERLEVEL9K_VISUAL_IDENTIFIER_EXPANSION to customize padding after
  icons
- remove reliance on UTF-8 locale when the config is being sourced
