Add a `--all` flag to upgrade all formulas

```
$ brew upgrade
Warning: brew upgrade with no arguments will change behaviour soon!
It currently upgrades all formula but this will soon change to require '--all'.
Please update any workflows, documentation and scripts!
$ brew upgrade --all
```
