systemd: refactor and add latest commands (#6250)

* Order systemctl commands alphabetically

Simplifying the plugin maintenance.

* Include the latest systemctl commands

Based on systemd-233.  I'm still keeping the old, now unsupported
commands for backwards compatibility as well.
