refactor(mise)!: Remove rtx support and hook-env

BREAKING CHANGE: rtx support has been removed. Please visit https://mise.jdx.dev/rtx.html
for migration instructions.

`mise activate` already calls hook-env (unless --no-hook-env is passed).
