Remove mentions of master branch [skip ci] [why] If we ever switch the default branch the links would break. So just say 'default branch' directly, whichever that may be. [note] CI workflows not changed, I do not know if there is an alias for the default branch available. Improve PR template [why] I guess it would be good to explicitly state that PRs should be discussed beforehand, as the disappointment can be big if it is not even considered for pulling. Prior discussion can also clarify some technical things that otherwise would need laborious changes afterwards.
